Stop making fake promises from New Year, Shabbir Ali tells KCR

'No more fake promises' should be KCR's New Year Resolution: Shabbir Ali

Hyderabad, December 31: Leader of Opposition in Telangana Legislative Council Mohammed Ali Shabbir advised Chief Minister K. Chandrashekar Rao to adopt a resolution this New Year of not making any more false promises.

Addressing a press conference at Congress Legislature Party office here on Thursday, Shabbir Ali said that KCR was busy throughout 2015 making false promises, taking U-turns and encouraging defections. At least in 2016, KCR should avoid such things and resolve to live a decent and straight political life. "Please stop making false promises from this New Year," said Shabbir Ali in the New Year Greeting Card which he has sent to the Chief Minister.

Shabbir Ali said over two dozen legislators and other elected representatives including ZP Chairmen, MPTC, ZPTC and Sarpanches of opposition parties were lured into TRS during 2015. Instead of strengthening the Telangana State, KCR completely focussed on increasing his party's tally. He must avoid this kind of politics in 2016, he advised.

He said KCR began the year 2015 by making a fake promise on January 1st itself. Speaking after inaugurating the Numaish, he promised to transfer land to the Exhibition Society. "Even after one year, the promise is not fulfilled. With what face KCR will inaugurate the Exhibition tomorrow?" he asked.

Shabbir Ali said that 2015 was disastrous for farmers. One farmer suicide was reported in every 3-4 hours. Instead of giving them hope and assurance, TRS Government entered into denial mode and provided no help to the affected families. Similarly, none of 213 mandals which were declared drought hit got any assistance from the Centre. He said that the 'Cash for Vote' and 'Phone Tapping' cases would remain mysterious forever. Having promised action against each other and unleashing a series of harsh statements, both Chief Ministers - KCR and Chandrababu Naidu, turned close friends. Now both are exchanging greetings and gifts while hushing up the investigation into both the cases.

The Congress leaders also condemned the TRS Government for killing of five Muslim undertrials in Alair Encounter and killing of Shruti and Vidyasagar in Warangal encounter. He said that the SIT constituted by the TRS Government to probe Alair encounter is yet to begin probe. Similarly, the KG to PG free education promise remained a non-starter. Dozens of engineering and professional colleges were closed while thousands of students discontinued higher education due to non-payment of Fee Reimbursement dues and scholarships. The Universities remained headless without any Vice-Chancellor during 2015.

Shabbir Ali accused the TRS Government of cheating youth on the promise of giving one lakh jobs. So far, not a single appointment has been made although process has been initiated to fill a few thousand vacancies. He also slammed KCR for turning Telangana into a bankrupt State. He said that the Telangana State had a revenue surplus of Rs. 7,500 crore at the time of its formation. However, now the State is into the debts of over Rs. 70,000 crore. 

The Congress leader said that the TRS Government has completely damaged 'Brand Hyderabad'. He said tall claims and fake promises have shattered the city's image. Citing instances, he said the local residents have removed and thrown away the foundation stone plaques of 2BKH houses which were laid by Panchayat Raj Minister K. Tarakarama Rao a few days ago. Further, he said TRS and MIM leaders have been collecting thousands of applications for 2BHK houses from poor residents. He reminded that the Chief Minister has sanctioned only 400 units per Assembly constituency and the local MLA is authorised to recommend only 200 houses. Therefore, all MIM MLAs, put together, could recommend only 1400 houses. But they are accepting nearly 4-5,000 applications every day at Darulsalaam.

Shabbir Ali also condemned KCR for not holding Assembly session on regular basis. While the previous Congress regime had set a record of holding session for 51 days in a year, in 2015, the session did not last for even 20 days. He said this shows KCR's utter disrespect for Assembly and Constitution. He advised KCR to start believing in ethics and moral from the New Year.

PRESS NOTE ON TRAINING ACTIVITIES FOR THE YEAR 2015



The Raja Bahadur Venkata Rama Reddy Telangana State Police Academy is

an Institution of higher learning for Police as well as other law enforcement

agencies including Forensic Scientists and Public Prosecutors. This Academy has

been functioning with an objective of identifying the training needs of the

Telangana State Police at various levels and structuring and running suitable

courses, organising Workshops/Seminars on important subjects and transforming

the Police force into a smart, people-friendly and service orientated Police.

 During the year 2015, this Academy has imparted induction training (one

year) to 1,089 officers which includes IPS Probationers (8), Prob. DSsP of

Tripura State (20), Sub-Inspectors (Civil) (743), Reserve Sub-Inspectors of

(AR (57), Special & SAR CPL (11) and Sub-Inspector (Special Protection Force

(12)) of both the States.

In addition, Academy is also imparting induction training to 35 Asst. Public

Prosecutors of Telangana State.

 With regard to In-service Officers, 389 direct recruit Sub-Inspectors of 2007

– 2012 batches have undergone Mandatory Courses in this Academy in

2015 to improve their skills in investigation of crime and updation of

required laws, Forensic Science, Forensic Medicine etc.

 315 Officers from the rank of PC to Inspector from States of Tamil Nadu,

Karnataka, Kerala, A.P. and Telangana have undergone courses in Net-Work

e-Security and Cyber Crime which were sponsored by the National Crime

Records Bureau, Govt. of India in 2015.

 This Academy also has undertaken training programmes sponsored by

Bureau of Police Research and Development, New Delhi, Ministry of Home

Affairs, Govt. of India to 59 Officers of various States of the Country on

‘Anti-Terrorist Assistance Course designed as Crisis Management Exercise

(with Representatives of US Embassy ) and Left-wing Extremism.’ In these

courses officers from the rank of Addl. Supdt. of Police to Inspector General

of Police have participated.

 131 Officers of different training Institutes of Telangana State who are

trainers at District and Battalion level were also given Training on Training

of Trainers Course (TOT) to improve their skills in teaching methodology.

 74 Officers of Armed Reserve/Spl. Police have been trained on Weapons

(AK-47, Insas, 9mm Carbine and Pistol) and Physical Efficiency courses.

 In addition to the above, 20 batches ie.., Bank Guards, Forest Beat Officers,

Band Personnel (PC to ARSIs) were also trained.

New training methods introduced during the year 2015 in basic/induction

 Introduced Integrated Simulated Scene of Crime Exercises to both Sub-
Inspectors (Civil) and Prob. Dy.SsP of Tripura State, where the trainees have

learnt to write all documents from FIR to Charge Sheet, on a Scene of

training:

 Started practice of inviting Senior Police Officers of the rank of Addl.DGP /

DGP namely, Smt. Aruna Bahuguna, IPS, Director, NPA, Sri N.R. Wasan, IPS,

Director General, BPR & D, Sri M.L. Sharma, IPS (Rtd), former Spl. Director,

CBI, Sri M.V. Krishna Rao, IPS (Rtd), DG, SSB, Sri M.L. Kumawat, IPS, DG

(Rtd) and Vice Chancellor, Sardarpatel University of Police Security and

Criminal Justice, Jodhpur, Sri K. Durga Prasad, IPS, Spl.DGP, CRPF etc, (to

interact with the trainees every week to share their experiences with the

trainees on different fields.

 During the year 2015, a policy decision has been taken that afternoon

periods will only be used for practicals, demos and field visits to trainees

and not for theory classes.

 The examination pattern to the trainees has been modified by including

practicals / viva-voce in investigation.

 Training material in Telugu was prepared and distributed to the trainees on

the subjects of Investigation, Maintenance of Law and Order, Management

and Human Rights and APPM.

Medals

 The Telangana State Govt. have accepted the proposals of the Director,

TSPA to present individual Medals to the Induction Course Trainees those

who secured highest marks in each subject of outdoor and indoor.

Accordingly, 27 trainee Sub-Inspectors/Reserve Sub-Inspectors who have

passed out from the Academy after the training have been awarded

Individual Medals in Law, Investigation, Law & Order, P.T. , Drill and

Weapons etc.

 The DGP, Telanana State has nominated this Academy for awarding Union

Home Minister’s Trophy for Best Police Training Institute for Training of

Gazetted Officers and forwarded the proposals to MHA, new Delhi.

New Initiatives

 The Academy has been organizing ‘Swaccha Academy’ programme on basis

of Swacch Hyderabad every week since 24-05-2015.

 Haritha Haaram was programme also was taken up in the Academy Campus

on 03-07-2015 by planting 5,000 saplings.

 International Yoga Days was observed in the Academy.

Other Events

 Conducted 19th Late Sri K.S. Vyas, IPS Memorial Lecture on 27-1-2015.

 Conducted 19th Late Prof. S. Venugopal Rao, IPS Lecture on 03-2-2015.

 Conducted Annual Sports Meet 2015 for the Trainees, Officers and Staff of

the Academy 14 to 17 August, 2015.

 Established TSPA Family Welfare Association to pursue and settle the

problems of the Staff.

 The trainees have been drafted for important bandobust duties of Godavari

Pushkaram 2015 and Ganesh Immersion.

 Number of Officers / Teams from various States and Police Academies like

Judicial Officers, Civil Service Officers, Air Force Officers, CRPF Officers,

have visited this Academy during this year.

Future Road Map of TSPA

The following programmes have been set up for coming years in the Academy.

1. To have Traffic Training Institute / Road Safety in this Academy in

consultation with the Road Safety Authority.

2. To develop Cyber Crime Investigation Laboratory

3. Establishment of Department of Management and Behaviour Sciences.

4. To create a Web Portal for the Academy for hosting of all Lesson Plans,

Case Studies, PPTs and Course Material etc.

5. To start a Research and Development Cell

6. Development of Indoor Sports Complex

7. To sign MoU with Universities for Awarding PG Diploma to all Trainees

on Completion of Basic Induction Training.

8. To sign MoU with Institutions of Higher learning and Research in India

and abroad for Faculty Development and Exchange Programmes

PRESS NOTE 2015 CONTD...........

  1. TRAINING

  1. 436 SCTSIs passed out on 10-11-2015 from PTC Ananthapuramu.  
  2. 4223 Officers of various ranks attended in-service courses in PTCs of AP.
  3. 146 Officers of various ranks attended trainings at MCRHRDI.
  4. 310 Officers of various ranks were deputed to various Training Centers of Excellence in other States for attending various training courses.

  1. IT INITIATIVES BEING IMPLEMENTED
  1. Abhayam mobile Application. Was launched to ensure safety & security of citizen in general & women in particular. (3568 complaints received – Action initiated on 115 complaints).
  2. I-Click (kiosk based crime reporting   system) was launched on pilot basis-(3 kisoks each in Vizag, Nellore and 2 each in Guntur & Prakasham) – (2206 complaints received and 312 FIRs issued).
  3. Citizen services - 5 services are functional in AP police Portal (Lodge a Petition with SMS alert, checking the status of Petition, Know Your Vehicle Status, e-Passport Seva Status, e-Challan Status).
  4. Online Passport Verification System was introduced in all the districts  (1500 applications verified so far).
  5. E- Challan System:
  1. Implemented in Vijayawada and Visakhapatnam.
  2. So far 1.33 lakhs challans in Vijayawada and 1.90 lakhs challans in Vizag issued.
  1. Jail Release monitoring system- Being implemented on pilot basis to prevent the criminal activities.   .
  2. Vehicle Acknowledgement System- Being implemented on pilot basis – Database of all stolen vehicles created.(Implemented on pilot basis).   
  3. CCTNS Project:
  1. Roll out on trial basis in all the districts of AP.   
  2. More than 17,70,000 records like  Petitions, FIRs, CDFs, Arrests, Property Search and Seizure, Charge Sheets, Court Disposals are entered into the system, around 3900 History sheets like (Rowdy, KD, and DC sheets) 13751 Summons, 968 Warrants and 689 Gun license  are available in the database.
  1. ADMINISTRATION
  1. Tullur Sub-Division was sanctioned by the Government.
  2. Forensic Science Development Board was constituted in the State of Andhra Pradesh in the month of July – 2015.
  3. Six new Law & Order Police Stations in Visakhapatnam City were created by the Government.
  4. Cyber Crime Police Station in Visakhapatnam City was created by the Government.
  5. Nakkapalli Circle in Visakhapatnam was created by reorganizing Yelamanchili Circle in Visakhapatnam.
  6. Chintoor Sub-Division was sanctioned by the Government.

  1. ESTABLISHMENT OF IR BNS:
  • 4 new IR APSP Bns. Were sanctioned by GOI (2 Bns. in Financial year    2014-15, 1 Bn. in 2015-16 and 1 Bn. in 2016-17).
  • Land is being identified.

  1. DISASTER RESPONSE :
  1. Proposal for raising of (6) Coys of SDRF in APSP has been sent to the Government of Andhra Pradesh.
  2. Proposal for procurement of equipment for disaster management sent to Govt.
