PRESS NOTE OF DCP SZ on cordon search.........

As a part of Public Safety and Crime Prevention, South Zone Police of Hyderabad City Police conducted Cordon and Search operation  28/11/2015 between  6.30 PM to 10 PM  on fake and unauthorised medical clinics in the Old City and taken into custody of 107 person. Recently an incident of demise of Khaja Naeemuddin S/o late Khaja Moinuddin age 42 years r/o N.S Kunta of Old City while under the treatment of quack by name Ismail Hussain came to light and similarly one woman in the limits of Hussaini Alam was attacked by the paralysis due to obtaining medication with the quack. To curtail such mess and to promote loyalty to the law by discovering and punishing persons who violate the rules and norms governing the society as well as civic safety,  

South Zone, Police conducted cordon and search operation on the Private Medical Practitioners and registered medical practitioners with pretension as Doctors and on other Doctors of Ayurvedic, Unani, Sadhak in practice and prescribing of Allopathic medicine.

Due to the increase of health care expenditure and other socio-economic factors are binding the poor in the city to Registered Medical Practitioners (RMPs)/ quacks and other practitioners of Ayurveda, Homeopathy, Unani, who have no licence to practice medicine.

Without any professional qualification to providing treatment, the RMPs and quacks don the roles of fully-fledged doctors, catering to the needs of slum dwellers, daily wage labourers and deprived persons in several parts of Old City. Largely prevalent in urban slums, RMPs and quacks prescribe allopathic medicines and also administer injections to patients, especially in the old city.

RMPs in the city can only function as para-medicne s, give first-aid and refer patients to qualified practitioners. They are not authorised to prescribe allopathic medicines or administer injections.

According to the Andhra Pradesh Medical Council Sultan Bazar, Hyderabad the RMPs/ PMPs are not medical qualifications. The Persons who are said to have been called as RMPs PMPs are unqualified persons. They are not prefix the word Dr to their name and even the physiotherapists are to be considered as Doctors. They cannot prefix the word Dr to their names. Only qualified and registered practitioners possessing qualification in Allopathic (i.e, Modern System of Scientific Medicine) Ayurveda, Homeopathy, Unani Neturopathy alone can practice their respective system of medicine and prefix “Dr” to their names.

All India Para Medical Technology and alternative Medicine council Says that “Registered Medical Practitioner in INDIA, Initially RMP Certificate was issued by The Govt. on Experience base for Allopathic/Ayurvedic General Practice. Later on it had been closed due to opposition of training holder Doctors since a long it is closed till today.
RMP Registration issued by the all India Medical Technology and Alternative Medicine council or the institutes which are registered by the Govt. It is a Metter of consideration of the Govt. that more than 40 Lacks RMP Doctors are providing their Primary Health Care Services in rural, urban and also in city areas .These Doctors are not allowed Freely to Practice. There is no rule to give training to these Doctors by Govt.  

Legality: According to the Judgment of High Court Chenni, Planning Commission Report & The letter of Govt. (No. 110/8/4/77MPT/ME(P) 1979 & No 4-6/70 MPT of Govt. of India) The RMP certificate Holder can practice in general medicine only. He can’t practice in Surgery, Obstetrics & Radiation Therapy in any form. He cannot prescribed any medicine includes 'G','H' & 'L' of Drugs & Cosmetic Rules 1945 and other Dangers Drug at any cost.”

During the search operation south zone police rounded up 111 fake doctors among the (59) RMPs/quacks, 1 fake dentist (48) BUMS, (2) DHMS, and (2) BEMS.

Some of the Lapses furnished below:
  • VENDING TABLETS  IN A CAR IN THE LIMITS OF REIN BAZAR PS:     One Syed Akbar S/o Syed Afzal aged 25 years R/o Kishan Bagh,Road No. 9, Mahumudiya Masjid, Rajnder nagar studied up to 7 class is vending Tablets without valid Licence in a Car bearing NO. KA-26 M 1398 near Bivi Bazar, Rein Bazar, Hyderabad.  He is also selling adhesives (whiteners) to the  youth.
  • BEMS is practicing as MBBS in the limits of Bhavani Nagar PS:          One Person by name Hasan, BEMS is Bachelor of Electro Homoeopathy Medicine. According to Council for Jauhar Electro Homoeopathy Medicoes of India, Hyderabad (A.P) shall practice by using only Electropathy medicine. But one Hasan is running Ply Clinic styled as M/S Hussaini Poly Clinic and practicing as MBBS, M.D (Gen. MED) General Physician.
  • BEMS IS PRESCRIBING ALLOPATHIC MEDICINE THE LIMITS OF BHAVANI NAGAR PS:    Mohammed Sayeedul Hasan is qualified BEMS is also prescribing the allopathic medicine. According to Council for Jauhar Electro Homoeopathy Medicoes of India, Hyderabad (A.P) shall practice by using only Electropathy medicine.
  • Md. Abdul Quddus S/o Lae Md. Kbdul Lateed Khaledi R/o H.No. 17-3-834, Yakuthpura, Hyderabad is not even passed 10th class, preaching, supplying and giving Unani medicine to the needy.  
  • BDS practicing profession without registration in the limits of Madannapet PS: Rizwan-ur-Rahaman (BDS) aged 27 years possising only 1st year BDS in the year 2008, not having remaining certificates and not possessing the registration with the dental council of India.
  • The majority of BUMS/ BEMS practitioners are prescribing the allopathic antibiotics to their patients and instead of practising parent/mother profession.  Similarly the RMPs are also practicing as doctors by prefixing word Dr before their name and prescribing allopathic medicine for the viral infection deceases.
  • RMP/quack practitioners are using hydrogen peroxide liquid for the ear problems.   
  • About 50 cases are being registering against the erring medical practitioners.

    Speaking the media, Sri V. Satayanarayana, IPS, said that police is verifying their certificates by seeking the opinion of the Telangana Medical Council about prescribing the Allopathic medicine to the patient approaching them. Some of the practitioners kept closed their clinics. He also added that South Zone Police will not hesitate to register non-bail able sections on the persons who are playing with the lives of the common public.
