Telangana teachers seek exemption from non-teaching tasks
HYDERABAD: Conducting baseline tests, updating student's performance as per the continuous and comprehensive evaluation system, census and election duty have left teachers in the city with insufficient time to teach in the class. 

Citing this, members of teachers associations have urged the school education department to exempt teachers from the duties of updating of National Population Register to be held from November 16 to December 15. 

According to Right to Education Act, 2009 no teacher should be deployed for non-educational purposes except population census, disaster relief duties or elections. Although the updating process is a part of the census, teachers rue that it's an added burden apart from the academic work. "During the peak time of academic year, teachers have to serve as enumerators and survey nearly 150 families each. Although they have been asked to do it post working hours, it leaves them tired that eventually affects the academics of students," said Chava Ravi, general secretary of Telangana State United Teachers Federation. He said that over 65,000 teachers have been asked to take up the duty of surveying families across the state. 

In the representation given to the school education department, the teachers associations have pointed out the dropout rate in Telangana and poor performance of students in government schools. Teachers fear that they may not be able to complete the syllabus on time due to delay in rationalisation process and added duty of survey. "The rationalisation process caused delay due to which many of us couldn't start the academic year on time. There is also a lack of text-books in many schools which is affecting the classroom teaching," said B Rajitha, a government school teacher from Borabanda. 

Even the report by the HRD ministry highlights that over 12,000 teachers across the state were involved in non-teaching assignments in academic year 2014-15. 

An average of 11,365 teachers in rural Telangana and 824 in urban Telangana took up non-teaching assignments.
