2.3. Thus, 94% of the Road Accidents caused because of “Drivers fault” are those which can be controlled/reduced by effective enforcement by law enforcement agencies by checking:

i. Over Speeding using Laser Guns.

ii. Overloading/overcrowding by using M.V. Act and Rules, weigh bridges.

iii. Drunken Driving by using Breath analyzers.

All of them are Evidence Based Enforcement. Effective Surveillance and enforcement is essential on National Highways and State Highways to control over speed and rash & negligence driving of the drivers.

There are specific sections of law to deal with the above violations. But, lack of orientation, lack of commitment, lack of capacity building and more importantly, lack of dedicated Police Wing, make the violations go unchecked, thereby causing accidents and deaths. Special drives are to be conducted periodically. A special drive against these violations for 3 months in the year 2011 resulted in decrease of deaths by 157.
