    Four member Interstate “RICE PULLING GANG” held by SOT L.B.Nagar Zone Rachakonda

        The sleuths of SOT, L.B.Nagar zone on credible information apprehended 04 members Interstate (Tamilnadu/Telangana) gang who are cheating public in the name of “RICE PULLING” article and seized dubious rice pulling article, Rs.3,20,000/- and other incriminating material from their possession.

Brief about Rice Pulling articles : All the accused persons believe that there are Rice Pulling articles which can bring immense luck and money to them and in that process of searching for those articles happened to know one another.  They also met few persons who are in search of these Rice pulling articles since years and the accused persons gained knowledge about Rice pulling articles after interacting with these people.  More than anybody, having possession of the real Rice Pulling articles, many of the aspirants got cheated in the hands of gullible persons and lost money.  But still this did not stop the hundreds and thousands of such aspirants to still believe that someone or the other still has possession of these articles, and keep on roaming from place to place to meet such persons.

HISTORY OF ACCUSED

  1. R.Prakash : He is a Turner by profession working in one of the workshops in Fateh Nagar, Hyderabad.  He is native of Chittoor and through one of his friend Jagdish who is in search of RP, he came to know that his district is potential for such RP articles.  Jagdish gave him reference of one Damu who told him that Abdullah and Vel Kumar in Krishnagiri are having one RP articles and gave him their address.  Through Jagdish, Prakash also came into contact with the other accused Rajender and Krishna Reddy.
  2. P.Krishna Reddy : He is software engineer who previously worked in Cap Gemini and one John Paul is his childhood friend (he also got previously cheated in the name of RP and complainant in Aadibatla case) through him, he came to know about RP and became friends with the other accused and came in contact with complainant Shiv Shankar also.  He visited Krishnagiri several times and collected about Rs.12 Lakhs from Shiv Shankar.  He even used to arrange travel and accommodation to the accused who used to come from Krishnagiri.  He gained more knowledge about RP by browsing internet and cleverly ganged up with the other accused and conspired to cheat public in the name of RP articles.  He collected agreements with the accused prior hand along with blank signed stamp papers and bound over the remaining accused so that they will not cheat on one another in case they happen to find the real RP.  He purchased one 200 Sq yards plot in Ghatkesar worth Rs.10 Lakhs with the money collected from the complainant.
  3. Rajendra Chary : Previously he worked with R.R.Engineers who used to make Borewell parts and during that process came in contact with the complainant Shiv Shankar.  One Rafiq who is accused in Aadibatla case is common friend of Rajender and Prakash and through him he came to know about the RP and came in contact with the other accused.  
  4. Vel Kumar : He is native of Krishnagiri who along with the absconding accused Abdul Khaleel @ Abdullah and many others are in search of RP articles and they very well know that such articles are rare, but still wanted to make money by cheating people in the name of RP.  In pursuance of their plan they bought one 1 ½ feet height metallic Ganesh idol and wrapped it with carbon papers and newspapers and kept it is one wooden box and filled the box with saw dust.  They keep the box in one isolated abandoned house and take the prospective buyers to that place and make them believe that the article in the box has RP powers and worth Rs.3000 crores in the international market.  They hired the services of one Suraj Toshniwal, Material Inspector and International Validator for Antiques, Rare Energy material & Precious Stones who is employee of INTERCONTINENTAL RARE ENERGY CORPORATION, Kolkatta, whenever some party was coming to see the RP article and he used to make the party believe that the article is original (the antecedents of Suraj Toshniwal are to be verified)
  5. Abdul Khaleel @ Abdullah : He is resident of Palakodu and main kingpin in this cheating racket.

        The complainant Shiv Shankar R/o Kushaiguda who was also one of the aspirants of the RP article got lured by this gang and he happened to pay Rs.12 Lakhs to Krishna Reddy and also spent another 10 to 12 Lakhs for the other expenses.  He along with the accused visited Krishnagiri several times, but Abdullah and his gang were postponing the delivery of the RP article on one pretext or the other.  He got vexed and lodged complaint with Kushaiguda P.S and a case in Cr.No.147/17 U/s 406, 420, 506 r/w 34 IPC is registered.  The complainant was pressurizing the accused to return his money and Abdullah sent the fake RP article through Vel Kumar to Hyderabad.  On 28-02-17 all the accused assembled at the Real Estate office of Krishna Reddy at Turkayamjal and on receipt of the information SOT, L.B.Nagar Zone raided the office and took the accused persons into custody along with the wooden box containing the fake RP article. The following were seized from the possession of the accused:

  1. Wooden box containing dubious RP article.
  2. One torch light
  3. Three wax candles
  4. Three pencils
  5. One Agarbathi packet
  6. Handful of rice grains
  7. Bond papers and blank signed non-judicial stamp papers
  8. Original Sale deed of Plot No.153 at Ankushapur village, Ghatkesar vide Document no.24251/2015 of Jt Sub-Registrar, Ranga Reddy East.
  9. Volkswagen Zeta TS 08EK 2323
  10. Rs.3,20,000/- Cash

        The arrests were made with the guidance of Sri Ramesh Naidu IPS, DCP, Malkajgiri, Sri Rafeeq, ACP, Kushaiguda, Rachakonda under the supervision of Sri K.Narsing Rao Inspector of Police I/c SOT, Rachakonda by Sri Kashi Vishwanath Sub-Inspector of Police, PCs Sri Rakesh, Sri Harsha of SOT, L.B.Nagar Zone and Sri Venkat Ramana, Inspector, Kushaiguda P.S.  

        It is appealed to the general public not to fall prey to such persons who lure innocent public in the name of “Rice Pulling” articles and to bring it to the notice of police if anyone contacts them promising to get RP articles.

    The provisional selection for the posts of SCT PCs (Civil/AR) (Men & Women), SCT PC (SAR CPL/TSSP) (Men), Constables in SPF and Firemen in TS DR & Fire Services dept., has been issued on 17-02-2017. The selections of each post have been processed based on the recruitment procedure/notification.

    An opportunity was given to the candidates who did not get selection and willing to submit representations challenging the selection based on cut off rank of a post from 24-02-2017 to 27-02-2017.  Total (153) candidates have submitted representations challenging the same.

    Their original applications will be scrutinized and the candidates whose claims are found to be correct will be selected provisionally based on such scrutiny and merit.  Intimation accordingly will be given to the candidates within two weeks.

        Wheareas, the area known as High Court of A.P and Telangana States, Hyderabad in the limits    of Charminar Police Station, together with its surrounding roads and areas including the following roads,  are busy  places due to functioning of the High Court of A.P and Telangana States  causing movements of litigants and Advocates to and from the premises of High Court of A.P Telangana States.

  1. On the Northern side of the High Court Building : City College Junction to Nayapul Road.
  2. On the Southern side of the High Court Building : Madina Circle to City College Road and its (3) by lanes leading to Ghansi Bazar and other (3) by lanes leading to Patel Market/Ricobgunj.

2.        And whereas, reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/ demonstrations, etc. in the area is likely to cause obstruction, annoyance or injury to any person lawfully employed, or danger to human life, health or safety or disturbance of the public tranquility or a riot or an affray  and inconvenience in the smooth functioning of the Hon’ble High Court of A.P and  Telangana States and disturbance to the litigants and Advocates.

3.        And whereas, it is considered necessary to take speedy measures in this behalf to prevent danger to human life, health or safety or for preventing a riot or any affray and disturbance of public tranquility.

4.        Now, therefore, in exercise of the powers conferred upon me under Section 144 of Criminal Procedure Code, 1973  and under Sec. 22  of Hyderabad City Police Act, 1348 Fasli,   I,  M.Mahendar Reddy,  Commissioner of Police, Hyderabad, do hereby make this written order amd notify the same to the general public prohibiting the following matters :-

    1. the holding of any public meeting;
    2. assembly of five or more persons;
    3. carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, bricksbats, etc.;
    4. shouting of slogans;
    5. making of speeches, etc.;
    6. processions and demonstrations; and
    7. Picketing or dharnas in any public place within the area specified in the     schedule and sketch map appended to this order without a written     permission.

5.        As the order cannot be served practicably to each individual on all concerned, the order is hereby passed ex-parte and the same is published for the information of public through Press and by affixing copies of this order on the notice boards of the offices of all the D.Cs.P., Addl.DCsP., A.Cs.P., all Police Stations concerned and other places for conveying the information to the general public.  

      1.     Religious functions/ rallies/ public meeting, etc. in the above specified areas can be held with prior written permission  from the Dy.Commissioner of Police, South Zone, Hyderabad well in advance and this order shall not apply to processions which have the requisite permission of the concerned Zonal Dy.Commissioner of Police/Divisional Asst.Commissioner of Police.
           
  1.     This order shall come into force with effect from 0600 hours on   02.03.2017 and shall remain in force  for a period of  two months  i.e. upto 0600 hours on  30.04.2017 (both days inclusive) unless withdrawn earlier.

  1. Any person violating this order shall be liable  for punishment  under Section 188 of the Indian Penal Code and as per the provisions of Hyderabad City Police Act, 1348 Fasli.
