Restrictions at High Court -orders extended 1.12.2015 to 29.1.2016..........

NOTIFICATION  

        Wheareas, the area known as High Court of A.P and Telangana States, Hyderabad in the limits    of Charminar Police Station, together with its surrounding roads and areas including the following roads,  are busy  places due to functioning of the High Court of A.P and Telangana States  causing movements of litigants and Advocates to and from the premises of High Court of A.P Telangana States.

  1. On the Northern side of the High Court Building : City College Junction to Nayapul Road.
  2. On the Southern side of the High Court Building : Madina Circle to City College Road and its (3) by lanes leading to Ghansi Bazar and other (3) by lanes leading to Patel Market/Ricobgunj.
  3. Nayapul – Madina Circle – High Court Road
  4. Pathargatti – Madina Circle – High Court Road
  5. Muslim Jung Bridge Circle to High Court Road
  6. Puranapul – PTO – City College X- Road – High Court Road
  7. Moosa Bowli – Mehandi – City College X- Road – High Court Road.

2.        And whereas, reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/ demonstrations, etc. in the area is likely to cause obstruction, annoyance or injury to any person lawfully employed, or danger to human life, health or safety or disturbance of the public tranquility or a riot or an affray  and inconvenience in the smooth functioning of the Hon’ble High Court of A.P and  Telangana States and disturbance to the litigants and Advocates.

3.        And whereas, it is considered necessary to take speedy measures in this behalf to prevent danger to human life, health or safety or for preventing a riot or any affray and disturbance of public tranquility.

4.        Now, therefore, in exercise of the powers conferred upon me under Section 144 of Criminal Procedure Code, 1973  and under Sec. 22  of Hyderabad City Police Act, 1348 Fasli,   I,  M.Mahendar Reddy,  Commissioner of Police, Hyderabad, do hereby make this written order amd notify the same to the general public prohibiting the following matters :-

    1. the holding of any public meeting;
    2. assembly of five or more persons;
    3. carrying of fire-arms, banners, placards, lathis, spears, swords, sticks,     bricksbats, etc.;
    4. shouting of slogans;
    5. making of speeches, etc.;
    6. processions and demonstrations; and
    7. Picketing or dharnas in any public place within the area specified in the     schedule and sketch map appended to this order without a written     permission.

5.        As the order cannot be served practicably to each individual on all concerned, the order is hereby passed ex-parte and the same is published for the information of public through Press and by affixing copies of this order on the notice boards of the offices of all the D.Cs.P., Addl.DCsP., A.Cs.P., all Police Stations concerned and other places for conveying the information to the general public.  

      1.     Religious functions/ rallies/ public meeting, etc. in the above specified areas can be held with prior written permission  from the Dy.Commissioner of Police, South Zone, Hyderabad well in advance and this order shall not apply to processions which have the requisite permission of the concerned Zonal Dy.Commissioner of Police/Divisional Asst.Commissioner of Police.
           
  1.     This order shall come into force with effect from 0600 hours on             1.12.2015  and shall remain in force  for a period of  two months  i.e. upto 0600 hours on  29.1.2016  (both days inclusive) unless withdrawn earlier.

8.        Any person violating this order shall be liable  for punishment  under Section 188 of the Indian Penal Code and as per the provisions of Hyderabad City Police Act, 1348 Fasli.

NOTIFICATION

    WHEREAS, reports have been received indicating that High Volume Sound Emitting Systems including DJs (High Volume Sound Mixers) are being generating noise beyond permissible limits (day time 55 db(A) and night time 45 db(A) in Residential Areas, day time 65 db(A) and night time 55 db(A) in Commercial Areas) in places of public gatherings including Processions causing inconvenience, disturbance, nuisance and annoyance to the residents of locality and public in general.

    WHEREAS, such acts have been causing acute inconvenience and distress among the children, old aged persons, patients and students in particular pursuing their studies in the residential localities.

    WHEREAS, such High Volume sounds generated at Public Meetings and Processions have been neutralizing Police Communication Systems deployed in relation to bandobust duties, thereby adversely affecting the function of maintenance of Public Order and Tranquillity by Law Enforcement Agencies.
AND WHEREAS, it is considered expedient to take stringent and speedy measures to control the use of High Volume Sound Emitting Systems including DJs (High Volume Sound Mixers) in place of Public gatherings including processions in the residential localities.

    Now, therefore, in exercise of the powers conferred under Rule 8 of Noise Pollution (Regulation & Control) Rules 2000, I, M. Mahendar Reddy, IPS., Commissioner of Police, Hyderabad City, do hereby make this written order and notify the same to the General Public Prohibiting the following within Hyderabad City, except in cases specifically permitted by the Divisional Asst. Commissioners of Police of the concerned jurisdiction:

  • Use of High Volume Sound Systems including DJs (High Volume Sound Mixers) emanating sound levels beyond permissible limits in places of Public Gatherings including Processions in the Residential Localities.

This order shall come into force from 06:00 hrs on 03.12.2015 and shall remain in force for a period of 15 days i.e., upto 06:00 hrs on 17.12.2015, both days inclusive unless withdrawn earlier.

Any person violating this order shall be liable for punishment u/s 188 of IPC and u/s 76 of the Hyderabad City Police Act, 1348 Fasli.

LAKE POLICE RESCUED A MAN FROM COMMITING SUICIDE
In the intervening night of 1st of December 2015 at 02.30 hours PS Lake rescued a man i.e. Sri. G. Balaji from committing suicide in Hussain Sagar. The particulars of the rescued man are as follow:-

  • NAME:- Sri. G. Balaji s/o Sri. G. Tirumala rao, age:- 19 years, occ:- pvt employee, r/o:- Goutham nagar, film nagar, jublee hills, hyd.

  • On causing enquiry the victim revealed that he is the only son to his parents. His father works as a car driver and mother works as a house keeping in a private company. Due to financial problems he started working in a private company as a office boy after completing his intermediate (12th standard). Last month he left that job and staying at home only. On this matter his mother scolded him badly and said about their financial problems. Due to which he felt bad and decided to end his life by jumping into the lake water.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                               

  • By taking hasty decision, he came to tank bund near Sanjeevaah park opp GHMC garage in the night hours at about 02.30 hours and try to commit suicide by jumping into the lake. Immediately, the patrolling lake police noticed the victim under suspicious manner and timely reached and stopped him jumping into the Lake.
  • Inspector Lake K. Sreedevi counseled him, after that called his parents to lake PS counseled them hence handed over to them.
  • Thus, the patrolling BC of Lake PS Sri. Sandeep kumar, PC 8303 and Sri. MD. Ghouse, HG 7785 have tactfully identified the victim and rescued him from committing suicide, which was done under the supervision of Smt. Sreedevi Inspector lake P.S. On that the officer will be suitably reward to them as a token of recognition of their good work in saving a life.

Special Officer, GHMC said  that the 
Greater Hyderabad Municipal Corporation
 is having the population of one crore for which
 every officer right from top to bottom have to work 
with more responsibility involving all the lower
 staff to be alert while performing their duties for
 the developmental activities of the twin cities duly 
coordinating with the citizens in making the city clean and green. 

The Commissioner & Special Officer, Zonal Commissioners,
 Additional Commissioners along with various senior officials
 of different wings had a review meeting with regard to 
developmental activities of the GHMC today in GHMC Head Office. 
Government has introduced BPS / LRS schemes apart from various 
works pertaining to civic related issues, general election works
 lot of works have to be taken up by the officers concerned in
 this contest  he has appealed all the HODs of various wings to work
 with moral responsibility to yield good results. He also requested the 
Town Planning officials to curb the menace of unauthorized constructions 
which are coming up and requested the Town Planning Officials to submit
 the proposals for enhancing the existing employees to keep an eye on
 unauthorized constructions, he added. 

The Commissioner & Special Officer said a team work is a must to derive 
good results and every officer must come forward to work together duly sharing 
their views / problems etc., to sort out them in developing the city in a more appropriate manner. 

 The Commissioner & Special Officer directed the concerned officials to 
arrange suggestion box at stadiums to receive the suggestions / opinions from
 the public so that GHMC can take appropriate steps to serve the citizens in a
 better way, the GHMC is spending crores of rupees for the constructions of stadium, 
sports activities this must be properly utilize the citizens for which the suggestions of
 public is very much needed, he added.

Sri V. Nagi Reddy, State Election Commission, (SEC), Commissioner,
 Government of Telangana said 
that the staff drafted for poll duties make this GHMC Elections 2016 as a
 people's voice and all efforts 
should be made to encourage the electors to exercise their franchaise
 so that the good people are elected
 who can strive for the overall development of the City in the ensuing GHMC Elections.
 He further stated 
that GHMC plays a very vital role in the developmental activities as it represents
 one third of the entire Telangana State. 

 

The State Election Commissioner while participating in the training programme
 conducted for the Returning 
Officers and Assistant Returning Officers / Zonal Commissioners, 
Deputy Commissioners and senior officials 
of the GHMC interacting with the officials who are going to perform their
 responsible duties for the ensuing elections
 the Commissioner said that one must be well acquinted with each other officers
 and must know their officers under whom
 they are working to have proper coordination and work together closely for the coming
 two months while performing the 
election duty with moral responsibility to derive better results. 

 

The State Election Commissioner said that in the year 1980's where there were no 
Electronic Voting Machines (EVMs) and
 the counting was to be take 20 to 30 hours whole day and night with more problamatic
 issues but as on today with the help 
of EVMs its very easy to take up the counting task with proper manner to have a free
 and fair poll. He desired that everyone
 should work with equal enthusiasam with which the task can be very easy, he added. 

 

Dr. B. Janardhan Reddy, Commissioner & Special Officer, GHMC said that he has taken
 charge as Commissioner & S.O and its
 almost one month and the right from assuming charge as per the Hon'ble High Court
 orders the task of conducting
 GHMC Elections is on priority and he is constantly interacting and involving with each 
and every officer to work together for 
which daily two cell conferences are being conducted in morning and evening to have a
 clarity to take up the works with phased manner.  

 

The Commissioner & S.O said that in the yester years the Returning Officers were used to 
be incharge 2 to 3 wards but keeping in view 
of the importance of the Election process and as per the directions of the Election Commission
 one Returning Officers was appointed
 to look after one ward only. 

 

In this contest the Commissioner  & S.O desired that every officer must be punctual in time and
 feel the responsibility while performing
 the duties to conduct the elections in a free and fair manner. He further said that regularly 
interacting with the officials with regard 
to various meetings helping to get closure with the officials so that coordination among the officials 
will lead them to work with more 
enthusiasam and also encouragement to get the work done in a stipulated time. 

 

The Commissioner & S.O said that though many officers may have worked in the elections in the past
 inspite of that one must be very clear
 and if any problems are being faced they have to share their views, ideas etc., if any with 
the officers concerned so that the problems can be 
solved at the earliest and the work can be done in a very smoother way.

 

Sri Ashok, Secretary, Telangana State Election Commission has given a Power Point Presentation 
about the role of the Returning and
 Assistant Returning Officers and explained about all the works to be taken up right from the day of 
the nominations to that of counting that also
 declaring the seat and also briefed them about the role to play to conduct the elections in a very fair 
manner withut giving any scope of problems etc., 
while performing their duties in the ensuring elections.

 

Earlier Surendra Mohan, IAS, Additional Commissioner (Elections) has welcomed the Chief Guest and
 the gathering and briefed about the role of the 
Returning and Assistant Returning Officers to play for the ensuing general elections  and further stated 
that already one training class has been taken up for 
the ROs and AROs and this is the second training class which is being organised where the SEC would
 brief the ROs and AROs for the role to play.

The Narendra Modi-led government on Monday said that it has found no evidence that the Taj Mahal in Agra was a Hindu temple.

New Delhi, Dec 1: The Narendra Modi-led government on Monday said that it has found no evidence that the Taj Mahal in Agra was a Hindu temple. Union Cultural Minister Mahesh Sharma told Lok Sabha that the government didn’t find any evidence that Taj Mahal, the the 17th century Mughal monument, was a Hindu temple.
Replying to a query about the evidence claiming that the Taj Mahal was originally a temple, Mahesh Sharma clarified that the government has not found any evidence backing the theory of Taj Mahal was originally a place of worship for Hindus.

Recently, a group of lawyer filed a lawsuit claiming the Taj Mahal was originally a Shiva temple. They also demanded permission for worship for Hindus and restriction for Muslims from offering prayers at the location. Mahesh Sharma also government is aware of the suit but the controversy hasn’t affected the tourism so far.
The Taj Mahal is a white marble mausoleum located on the southern bank of the Yamuna River in the Indian city of Agra. It was commissioned in 1632 by the Mughal emperor Shah Jahan to house the tomb of his favorite wife of three, Mumtaz Mahal. The Taj Mahal is regarded by many as the best example of Mughal architecture and is widely recognized as “the jewel of Muslim art in India”. On 7 July 2007 it was declared one of the Seven winners of New7Wonders of the World (2000–2007) initiative in Lisbon.

New Delhi, Dec. 1 : Union Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi on Tuesday said his party was very tolerant in discussing the ‘fabricated propaganda of intolerance’ in the Parliament. ”We are even tolerant on the fabricated propaganda of intolerance and that is why we openly participated and discussed the issue,” Naqvi said.
Addressing the media after the Bharatiya Janata Party (BJP) parliamentary party meeting held here, Naqvi dubbed the issue of intolerance as a political joke (siyasi shagufa), and added that his party is still concerned and ready to discuss that joke. Leader of the House in the Rajya Sabha Arun Jaitley and Parliamentary Affairs Minister M.Venkaiah Naidu were also present at the meeting. 

Hitting out at the opposition for creating an illusion of intolerance in the country, Naqvi said theBJP is satisfied that the wrongly portrayed issue of intolerance in the country is now being understood. ”All those people who wanted to create an environment of illusion, there masks are now being uncovered,” he added.
Naqvi also said that the recently concluded state polls results were discussed at the meeting. ”Venkaiah Naidu ji also advised all members to be careful with the use of words and to stay steer clear of controversies,” he added. The Lok Sabha discussed the raging issue of intolerance in the country on Monday, the fourth day of the Winter Session of Parliament, amidst an uproar over accusations made by the Left against Home Minister Rajnath Singh.
CPI leader Mohammad Salim accused Singh of saying that ‘a Hindu has become India’s ruler after 800 years’ after Narendra Modi came to power last year. The Home Minister denied making any such remark and sought an apology over the allegation.   Shah Rukh Khan has always been a global icon for his fans and the 2015 Filmfare Style Awards have put a stamp on it this year. The 50-year-old actor was awarded with the Global Icon of the Year award and while receiving the award Shah Rukh said that he felt really cool because Alia Bhatt and Sonam Kapoor gave him a standing ovation.

The ‘Dilwale’ star also received the Most Glamourous Star award which was presented to him by the veteran actress Rekha. The 2015 Filmfare Style Awards were held in Mumbai on November 30.
